Phenomenal Outreach Ministries is blessed to have a leadership team who are truly dedicated to Christ and accomplishing His will. Following are brief bio's of our leadership team and their qualifications for ministry.
Bishop Gregory D Twilley
Senior Pastor
Gregory D. Twilley, Sr., a native of Glenarden, Maryland, has dedicated his life to ministry and service within the Church of God in Christ (COGIC). Ordained as an Elder in 1998 under the leadership of Bishop Chandler David Owens, Elder Twilley faithfully served as Bishop Owens' adjutant for seven years. His commitment to ministry extended to his role as adjutant for eight years to Pastor George Twilley, Sr. at Faith, Hope, and Charity Ministries in Lanham, Maryland.
In April 2021, Elder Twilley took a significant step in his ministry journey by founding PhenomenalOutreach Ministries. Bishop Glen Hill of the United Assemblies of Our Lord Jesus Christ consecrated and appointed him senior pastor, marking the beginning of a new chapter in his leadership.
Bishop Twilley's dedication and leadership were further recognized in June 2022, when he was consecrated to the office of Bishop and served as Co-Prelate of the United Assemblies of Our Lord Jesus Christ. As he continued to grow in his ministry, the Lord guided him to new opportunities and partnerships.
In 2023, Bishop Twilley formed a partnership with Bishop Eugene Taylor, the Senior Pastor at The Lord’s House and Prelate of the Kingdom Fellowship Assemblies International (KFAI). This collaboration led to his consecration in 2024 as Bishop and his appointment as Bishop of Protocol and Clergy Affairs under Bishop Eugene Taylor's leadership.
Beyond his local ministry, Bishop Twilley serves as the overseer of five churches in Western Kenya,demonstrating his commitment to global outreach and spiritual leadership. His calling is further exhibited through his weekly Facebook LIVE broadcast, "Faith and Tea," where he shares messages of faith and encouragement.
Bishop Twilley's personal life has been marked by a deep commitment to family. He was happily married for39 years to his late wife, Lady Cheryl A. Twilley, with whom he has four children and 13 grandchildren.
Despite personal loss, Bishop Twilley continues to carry on the legacy of Phenomenal Outreach Ministries, steadfast in his mission to serve and uplift the community. His journey through ministry reflects his unwavering dedication to his calling and the impactful legacy he continues to build.
Chery A Twilley Dec 7, 1961 - March 5, 2023
First Lady
Minister Cheryl Twilley was born and reared in Washington DC. After receiving the Lord as her personally savior, she received the baptism of the Holy Ghost and accepted the call of God on her life. Since that time, Evangelist Twilley have proven to be a woman with a Divine Purpose operating under a powerful evangelistic anointing. Her compassionate heart and passion for God, allows her to minister restoration, and deliverance to the body of Christ. She attended the Restoration House School for Ministerial Training and Licensing. In 2019, Minister Cheryl Twilley was elevated and ordained as an Overseer.
Overseer Cheryl Twilley continues to celebrate the joys of marriage and parenthood for over 35 years with her husband, Elder Gregory Twilley, and they have 4 beautiful and amazing children; Charmaine (Elder Marcus), Charlene (Elder Abram), Gregory Jr. (Lady), and Gavarius. Overseer Twilley is affectionally called Gee Gee by her 11 beautiful grandchildren.
Not only is Overseer Twilley a Visionary, but in 2014 she became the founder and operator of “Phenomenal Women Gifts of God Ministry.” This ministry is essentially established on the principles from Luke 4:18. The mission of this ministry is to genuinely rescue and to serve the brokenhearted, those who are destitute and in need of deliverance from bondage. As a testament to her love for God and the love of family, Overseer Twilley’s faith was challenged when drug addiction tried to destroy her family. In 1984, the Holy Ghost led Overseer Twilley to locate and to pray that her husband be delivered from the grips and addiction of Crack Cocaine. She says it took the Power of our Almighty God to set her husband free from his drug addiction. But today, Overseer Twilley rejoices, because not only is her husband free from addiction, but he has been saved for 35 years, and he is an ordained Elder and a powerful man of God in his own right. He is her biggest support and her one true love.
In June 2022 Bishop Designate Cheryl was consecrated to Bishop, she wants to be known for extending a helping hand who are in need and offering the Love of God to dying men and women. For all she has accomplished, she says it is all for God’s glory! On March 5th 2023 the Lord called her home suddenly.
